PEPPOL (Pan-European Public Procurement Online)

PEPPOL—short for Pan‑European Public Procurement Online—is a framework comprised of technical specifications and a network enabling seamless electronic exchange of procurement-related documents across systems and borders. It facilitates structured transmission of documents like e‑invoices, purchase orders, e‑catalogues, and shipping notices. While often described as a network, PEPPOL is not a standalone platform. Instead, it operates through certified Access Points, allowing any connected entity to communicate with others in the PEPPOL ecosystem regardless of the IT system they use.

Developed under EU auspices, PEPPOL supports interoperability among public and private procurement systems by standardizing document formats (based on UBL and CEN specifications) and transport protocols (e.g., AS4). It is governed by the non-profit OpenPeppol association, which maintains certification and directory services. PEPPOL is widely adopted by EU Member States for compliance with e‑invoicing directives and to simplify cross-border procurement and invoicing.

For suppliers and contracting authorities, PEPPOL offers a “connect once, connect to all” solution—enabling efficient, secure, and automated document exchange. This reduces administrative burden, minimizes manual data entry errors, and accelerates processing. For example, a seller in one country can send an invoice directly to a buyer in another, without customized interfaces or formats. PEPPOL enhances accessibility—particularly for SMEs—and supports digital transformation in public procurement.
