Deliverables

Deliverables refer to the tangible or intangible outputs that the contractor is obligated to produce and submit under a procurement contract. These can include physical goods, infrastructure components, software systems, reports, studies, or maintenance services. Deliverables are clearly specified in the tender documentation—typically through descriptions, formats, deadlines, and quality requirements—to define the scope and expectations of the contract precisely.

In the EU procurement framework, deliverables are integral to contract execution. They are defined at the contract preparation stage and encoded in electronic procurement systems such as the EU Funding & Tenders Portal (OPSYS). Each deliverable is assigned attributes like type, submission schedule, language, and periodicity to structure performance monitoring and facilitate tracking.

In practical terms, deliverables serve as performance benchmarks for both parties. The contractor is responsible for producing each deliverable on time and at the agreed quality, while the contracting authority reviews, validates, or requests revisions as needed. Proper management of deliverables ensures accountability, enables straightforward evaluation and payment, and provides a clear framework for effective contract administration.
