Awardee (Successful bidder)

The awardee, also known as the successful bidder, contractor, or winning bidder, is the entity whose proposal best meets the evaluation criteria and is selected by the contracting authority to receive the contract. In EU public procurement, the awardee is determined through a rigorous evaluation process guided by pre-defined award criteria, such as price, quality, sustainability, and innovation. The decision must strictly adhere to the principles of transparency, equal treatment, and non-discrimination, as mandated by EU directives.

Once the evaluation is complete, the successful bidder is formally notified and invited to sign the contract, often after a mandatory standstill period, designed to allow for any challenges or requests for debriefing from unsuccessful bidders. Upon contract signature, the awardee begins fulfilling the obligations stipulated under the procurement agreement.

The term underscores the pivotal transition from bid evaluation to actual contract performance and is central to ensuring procurement procedures are fair and legally sound within the EU framework.
