Award

In public procurement, the award is the critical decision point at which a contracting authority formally selects and grants a contract to the successful bidder. This occurs after all submitted proposals have undergone structured evaluation based on predetermined criteria, such as price, quality, and other factors aligned with the procurement objectives. The evaluation phase may consider the Most Economically Advantageous Tender (MEAT) or lowest-cost options, depending on the tender’s specifications.

Once a bid is chosen, the authority issues an award notification to both the winning bidder and unsuccessful participants, a step that enhances transparency and formally marks the culmination of the tendering process. In many jurisdictions, this stage triggers a standstill period during which unsuccessful bidders can solicit a debriefing or lodge a protest, ensuring fairness and accountability.

After any objections are resolved, the contracting authority and the winning bidder proceed with contract signing. At this point, the award transitions into an enforceable agreement, enabling work or delivery to commence.
