Public-Private Partnership (PPP)

A Public‑Private Partnership (PPP) is a long-term contractual arrangement in which a public sector body and a private company collaborate to finance, build, and/or operate a project or service. Typically, the private partner contributes capital and shares performance risk in exchange for a revenue stream—either from users (e.g., tolls) or from the government. Commonly used for large infrastructure or public service delivery—such as highways, hospitals, or schools—PPPs allow public entities to leverage private resources and expertise while pursuing policy objectives through partnership rather than traditional procurement.

The European Court of Auditors notes that PPPs often involve a comprehensive “whole life approach” in which the private partner assumes design, construction, financing, operation, and maintenance of infrastructure under a DBFMO (Design-Build-Finance-Maintain-Operate) model. This structure allows the public sector to share risk and transfer responsibilities, potentially delivering speed, efficiency, and innovation. However, audits have raised concerns over whether many PPPs delivered value for money, particularly given their long-term nature and complexity

In practice, a PPP can enable a project to proceed without immediate public funding and tap into private-sector innovation and efficiencies. It incentivizes performance and long-term asset maintenance. On the downside, PPPs can be costly to set up, require complex contracting, carry significant financial commitment, and may lack transparency. Effectively structured, they can deliver public infrastructure sustainably—but they must be evaluated thoroughly to ensure they align with public interest and fiscal prudence.
