A supplier is an entity—such as a company or organization—that provides goods or services to another party. In the context of procurement, “the supplier” is specifically the entity that submits a bid, offers a quote, or enters into a contract to supply the required goods, services, or works.

Within procurement frameworks, the term supplier is synonymous with other roles such as vendor, economic operator, bidder (when competing in a tender), and contractor (once selected and engaged under a contract). These terms reflect the supplier’s evolving relationship with the contracting authority throughout the procurement lifecycle.

Practically speaking, the supplier plays a central role in public procurement—from shaping the procurement competition to delivering the agreed products or services.
