OJEU, the Official Journal of the European Union, is the EU’s official gazette where all binding EU legal acts, including regulations, directives, decisions, and public notices, are published in every official language. Its Supplement S series is dedicated specifically to public procurement notices—covering contract notices, prior information notices, and award notices—for procurements exceeding EU thresholds. These notices facilitate cross-border transparency and fair competition within the single market.

Under EU procurement rules, any contract above specified thresholds must be advertised in the Supplement to the OJEU via the Tenders Electronic Daily (TED) portal. TED is the online platform for accessing these procurement notices, enabling suppliers across the EU to discover opportunities in real time. Publishing in OJEU ensures both legal compliance and equal access for potential bidders throughout the Union.

Practically, when a supplier hears that a tender was “published in OJEU,” it signals that the opportunity is open across the entire EU market under standard procurement rules. This raises competition, improves transparency, and provides a uniform route for supplier engagement in large-scale tenders. For contracting authorities, it ensures adherence to EU procurement standards and facilitates visibility to a wide supplier base.
