Tender Documents, also referred to as the Tender Dossier, comprise the collection of materials issued by a contracting authority that bidders must follow when preparing their proposals. These documents provide all essential guidance and typically include: instructions to tenderers; technical specifications or Terms of Reference; evaluation criteria; draft contract conditions; pricing forms; and any templates required—such as the ESPD or technical questionnaires.

Tender Documents serve as the formal foundation of the procurement process, ensuring that potential suppliers fully understand the requirements and submission procedures. They function as standardized solicitation tools, helping bidders clearly interpret expectations and comply with format, eligibility, and evaluation rules.
