Technical specifications

Technical specifications are the part of tender documentation that describes in precise detail the goods, services, or works required. They outline the physical, functional, performance, or quality characteristics—such as design dimensions, material standards, operational performance, functional requirements, or acceptable tolerances. Specifications can be written as detailed metrics or performance-based requirements that bidders must meet.

Under EU public procurement law, contracting authorities must frame technical specifications to encourage equal access, transparency, and fair competition. Specifications must not create unjustified barriers or favour a specific supplier or solution. Authorities are encouraged to use performance-based or functional criteria where possible to allow flexibility in how suppliers meet the requirements while preserving competition

In practice, well-drafted technical specifications guide suppliers in shaping compliant bids, support accurate evaluation, and reduce the risk of legal challenges. Authorities balance detailed clarity with openness to suitable alternatives, ensuring that specifications reflect the actual need without limiting market participation to a particular provider. Proper specification ensures value for money, technical integrity, and procurement robustness.
