Subcontractor

A subcontractor is a company or individual hired by the main contractor to perform part of the work under a contract. Bidders frequently propose subcontractors to handle specialized tasks or provide niche expertise. While subcontracting is allowed, the main contractor remains fully responsible to the contracting authority for fulfilling the contractual obligations, including performance, quality, and deadlines.

In many public procurement processes, bidders must disclose any intended subcontracting in their tender submissions. Authorities often regulate subcontracting—for example, requiring prior approval for key subcontractors or insisting that they also meet specified selection criteria. This ensures transparency, accountability, and consistent compliance with procurement rules throughout the supply chain.

In practice, appointing a subcontractor enables contractors to leverage specialized skills and scale delivery effectively. However, thorough vetting and documentation are essential—contracting authorities need clarity on accountability, and contractors must ensure subcontractors can meet contract standards. Proper oversight and clear obligations help maintain performance, uphold public value, and manage risk.
