Restricted procedure

The restricted procedure is a two-stage procurement method where any supplier may initially express interest but only those who meet the selection criteria are invited to submit full tenders. In the first stage, interested suppliers submit pre-qualification documents (such as an ESPD or PQQ) to demonstrate their eligibility and capability. The contracting authority then shortlists suitable candidates. In the second stage, only these shortlisted bidders receive the invitation to tender and may submit detailed proposals for evaluation. This approach balances efficiency and competition by filtering for quality before inviting full bids.

Under the EU procurement framework, the restricted procedure is a commonly permitted option alongside the open procedure. It’s particularly useful when the authority anticipates many applications or wants to ensure only qualified suppliers proceed to the evaluation phase.
