ESPD (European Single Procurement Document)

The European Single Procurement Document (ESPD) is a standardized self-declaration used in EU procurement procedures to streamline the qualification phase. Rather than submitting numerous documents upfront—such as certificates of financial standing, criminal records, or technical capability—a bidder completes the ESPD to declare that they meet the necessary selection and exclusion criteria. This preliminary declaration replaces the immediate demand for documentation; only the eventual winning bidder must provide supporting evidence, upon request.

The ESPD is typically submitted as an online form, part of national e‑procurement platforms, and aligned with EU legislation. Created under Directive 2014/24/EU and formalized by Commission Implementing Regulation (EU) 2016/7, the ESPD simplified procurement processes across the Union by standardizing the self-declaration mechanism and making it available in all EU languages. It facilitates reuse of information and supports cross-border tendering, reducing administrative burden and enhancing accessibility—especially for small and medium-sized enterprises (SMEs).

In practical terms, the ESPD acts as a “pre-qualification passport” for suppliers. It speeds up the initial stages of procurement by allowing authorities to assess eligibility quickly, reducing time and redundancy. The integrity of the ESPD system depends on accurate and honest self-declarations; misrepresentation can lead to exclusion or legal penalties, reinforcing procurement integrity and fairness in the EU marketplace.
